But the shredded fabric is just below her neck, so either it is an art error or she tore off most of her shirt and is going around in just a collar and jacket right now. Which makes Walky in panel 4 much more suspicious.
If you look back, her stripe was definitely directly across her chest. She did, in fact, have to tear off most of her shirt to get it, thus the wide shots and convenient speech bubbles.
The problem isn’t so much that Sal and Walky both effortlessly penetrated SEMME’s perimeter, it’s that Walky apparently magically teleported to get there ahead of Sal.
Either that or he knew this was inevitable, and booked it over as soon as Sal left Doc’s lab.
I mean, Walky is a SEMME agent himself, so he probably has clearance to go in and out as he pleases (Sal has lost hers since she’s escaping), and since he, like everybody else, he is trying to catch and stop Sal they probably just let him dash through.
His never-before-seen abductee power of instant and precise teleportation is indeed bothering, though.
Honestly, I figured that he found out Linda was the new boss while Sal was in the meeting, predicted what was going to happen, and left the base to head her off.
It’s too bad Sal doesn’t have some manner of overgarment she could zip/button up over her torn shirt.

I think this is the result young Willis trying his best to avoid nudity, and it resulted in some artistic inconsistencies.
