Well obviously no, not in this lifetime. But it was destined to happen in another for a brief moment.
Everything is possible in some universe, somewhere.
Though yeah Walky keeping strong ties to civilian life does have some distinct disadvantages that make those universes more doomed on average if there’s still aliens.
I still kind of want to see HA II show up in DOA, even if it were noncanon. Just to see him go ‘ha! They’re Muggles!’ and then get his ass kicked six ways to Sunday by someone who’s never been on his radar, ever. (Amber is the obvious choice, but may I suggest to you: Becky?)

In the OG Walkyverse, the Dean was the original Big Boss of SEMME, so he wouldn’t be someone who’s “never been on [Head Alien’s] radar, ever.”

Honestly though, it’d be kinda hilarious to see him up against versions of Joyce/Walky/Sal who just… do not have the issues he instilled in them. Oh, they have issues, sure, and he’s enough of a people person to probably find a scab or two to pick at, but ultimately they’re still just… better adjusted normal people, and he’s just a cartoon character to them.
(Plus I just love the idea of like… “My favorite cartoon mascot emotionally and physically tortured me in another universe???”)
I’m sure there are people who share the same favorite cartoon as me who I wouldn’t want to date.
