As others have mentioned, it was alien (or martian?) technology, so in theory, any abductee could control it telepathically. However, only Joyce was good enough at math to not crash into a wall immediately, and apparently, her alt-clone’s kid inherited her knack for geometry.
I think their abductee powers are written into their DNA, so they could be passed down, but I don’t think we ever saw the kids use any powers they may have inherited.
Donna (Mike and Amber) was just a toddler at the end of Shortpacked!, and only appeared as a kid in one of the annual April Fools updates talking to her mother.
Leslie and Robin’s triplets only appear as adults for one flash-forward panel, but odds are at least one of them inherited some of Robin’s powers.
Prime-universe Bobby most likely has abductee powers of some kind, since both of his parents are abductees. (I think that makes him unique for this list, since Leslie and Amber are baseline human.) He only appears as a toddler in a couple strips though.
Ultra Car would be insulted to not be on this list, but since Joe’s abductee powers helped kickstart her existence, here she is.
As for Perry’s jetpack, I bet HAII gave him that one, but he can probably only control it because he inherited Joyce’s abductee-level math abilities.

Head Alien couldn’t give the kids flight powers outright according to a Shortpacked flashback strip, but the jetpacks are apparently complicated enough to use accurately, at least in battle, that you need enhanced math skills to manage the trajectories on the fly (heh). And that, as a form of abductee super-smarts, he could do.

Yeah it’s operated with telepathy and though never stated (that I recall) pretty certain it was built with crazy hybrid technology

Considering that Abby, Gabby and Tabby are identical triplets, I’m guessing that either all of them inherited Robin’s powers or none of them did.
