Alan has a vest because when I first drew him in elementary school, he had a jetpack. Later, Joyce would also get a jetpack, and it looked just like Alan’s, because two black slabs down either side of the torso is apparently what a jetpack looks like.
Hooper just seems to have a vest ‘cuz it’s cool, though.
my logic back in the day was that it was either a jetpack-thing like Joyce’s (that was never used on-panel) or it was some kind of tactical rig with spare chainsaw parts in the pockets.

Also,
… He is kinda dweebish, isn’t he?
It’s great that Joe picks Alan for his new wingman
“So…did you do something cool?”
“Well, I survived a plane explosion once.”
“You’re hired!
“Wait what?”
I’m wondering, now…is the vest part of the uniform, too…a number of them seem to wear it.
It’s the early 00s. I think they’re just in style.
I don’t remember vests being a thing back then.

Vests were cool, once. Until Hooper ruined them forever.

What is the geek-to-English translation of “hur hur oky”?
ha ha yeah
wait, what the hell? Didn’t Alan blew up?
He got better
Do you want training or not?
Brought him back, immediately regretted it.
Are you trying to tell me something, man? ‘Cause looking back on this fifteen years later, damn, dogg.
