Then she starts strangling him.

Or maybe she’s finally decided this relationship isn’t worth it and is committing murder.
Because it’s meant to derive humour in how strangling your partner not an appropriate response to them not wanting to talk about their problems, and how the previous panels lead you to believe that Billie is calmly hugging him, only for the consequence free violence that will immediately be brushed off in the next strip to occur in the name of generating a laugh from the audience from Danny’s suffering.
Because he’s lying to her and she knows it. Strangulation is how you get Danny to open up about his feelings.
Or it’s how Billie does it, anyway.
Also, Danny’s apparently into it. Stop kink-shaming them.
“Sub Danny” is my new favourite headcanon.
He and Amber got some use out of that grappling hook.
In the Walkyverse, at least, I’m pretty sure it’s just canon.
I can’t imagine people go ‘ow’ when strangled.

Billie should go all-out S&M on Danny.
I think Danny might be the only Roomies/It’s Walky! character who doesn’t blatantly pick a fight with anybody.
Maybe Joe but he does stuff. Has other interests later on which might come into play.

People have hated on Danny for years while Billie gets away with shit like THIS.
Because it’s a joke. The Walkyverse was super cartoony so the characters could get away with over the top violence, mostly because it’s always without consequence.
Hence why people hate DoA!Ruth, because it’s a more realistic and an authority figure abusing their power to terrorize the people under their care isn’t something that can be brushed off as “lol wacky”, the way something like a 5 foot munchkin putting on a cape meaning she can beat up dudes twice her size and surf on cars.
