To answer this question, it’s because Walky’s vision is in first-person view. We see the future blurb that he’s referencing, with Joyce reaching up to him. He can see what she’s wearing, but he can’t see himself in it, because it’s through his own eyes.
Ah – Genre limitation. IRL, I can see my outfit while sitting here looking at my computer screen due to peripheral vision, but a comic panel can’t convey that – thus Walky is blind to his own wardrobe. Fair enough.
I still think Walky stripping naked to combat fate would have been funny. :p

Logically though, it is a pretty dumb thing to do; if you can’t change the future, then changing shirt is completely futile, and if you can change the future there are probably better things you could change than your wardrobe.
On the subject of boarding mecha, rope ladders are a common device. A lifting wire is also an option. Most mech bays have scaffolding built up at hatch level, cautiously waving aside why mechs that might be built in a wide variety of shapes and sizes would all have their hatches at the same level. The high quality and totally well known battletech cartoon also postulated the existence of an escalator that emerged from a mech’s butt for boarding purposes.
