Is SEMME incompetent, corrupt and probably desperately need of oversight and reform? Yes.
However, it is also very likely the only people remotely qualified to do this job and the US government knows it. In some ways, it doesn’t matter that this is a self-created problem; SEMME are still the only organisation with the training and capabilities to take on the aliens and it would simply take too long for other agencies to catch up.
However, if I were in the government and was the man in charge of handling this problem, I’d be setting up an X-Com like organisation, be transferring over the sanest and most competent SEMME agents and support staff and pensioning off all the rest (and putting the really unstable ones in specialised confinement for their own protection).
Spoilers: they do actually do that once the biggest threats are gone.
The problem with SEMME is mostly managerial, I’m surprised the government hasn’t sent in folks to replace Big Boss and maybe some squad leaders. Maybe set up some intermediary positions between those.
I wonder whether there already are intermediary positions that we just never get to see, because both Big Boss (current and former) as well squat leaders just tend to skip over them.
At least for the squats we see featured in the comic. Unless SEMMF has a very non-sequential squat numbering scheme, there must be many more squats that those, and maybe the middle management is actually in charge of their leads?
FWIW, I suspect that the squad numbers relate to mission specialisation (such as the prefix ‘1’ specialising in desert environments, ‘2’ on infiltration and such like) rather than just sequential numbering.
I could have sworn the government never kicked out Big Boss (at this stage, anyway) because of an as-yet unrevealed secret a certain green-eyed monster will be spilling sometime soon.
